Everyone knows that Viganò wants to be Pope. No one denies it. Even the Archbishop himself. Viganò never has quashed rumors of him wanting to be Pope.

As for Emperor - Many Rad Trads will get so discourage with Democracy that they will look for a leader outside of Democracy and Viganò will help with that as well by declaring himself Emperor as well as Pope. Sounds sick, but It's gonna happen.
